The new standards have a greater focus on equity and culturally responsive practices and are more in line with the day-to-day responsibilities of the modern day principal.  "The responsibilities of principals have become increasingly complex over the last decade as a result of changing student demographics, technological advancements and new accountability requirements," Board of Regents Chancellor Betty A. Rosa said. "In this context, principal preparation must shift as well to ensure our principals are prepared to improve outcomes for all students, no matter their racial, ethnic, cultural or economic backgrounds. With their focus on equity and culturally responsive practices, these new standards will allow us to make sure that happens in New York."  “Successful schools start with successful principals,” State Education Commissioner MaryEllen Elia said. “By adopting the new national standards, we will prepare our future principals and support our current ones with standards that align to the day-to-day responsibilities of the modern-day principal. The amendments to the superintendent determination option will be in effect for students seeking to graduate in January 2018 and thereafter. http://bit.ly/2AbEhfq  To be eligible for the superintendent determination option, a student with a disability must meet certain conditions that are defined in State regulations. Prior to the adoption of the new amendments, the regulations required students to earn a minimum score of 55 on both the English language arts (ELA) and mathematics Regents examinations (or successfully appeal a score between 52 and 54) to be considered for a superintendent determination. The amended regulations now permit students who have passed their ELA and mathematics Regents-level courses, but are unable to earn a minimum score of 55 on the ELA and mathematics Regents examinations (or successfully appeal a score between 52 and 54), to seek a superintendent determination by completing the requirements of the NYS Career Development and Occupational Studies (CDOS) Commencement Credential.  For students with disabilities who use the CDOS Commencement Credential to meet this eligibility condition, the superintendent must conduct a review to determine whether the student has otherwise demonstrated proficiency in the knowledge, skills and abilities in ELA and mathematics, as well as any other subject areas in which the student was not able to demonstrate his or her proficiency of the State’s learning standards as measured by the corresponding Regents examination required for graduation. The Board’s State Aid Sub-Committee is co-chaired by Regents Beverly Ouderkirk and Nan Eileen Mead.  The Regents propose $1.25 billion in aid formula increases, $314 million in statutory reimbursement-based aid increases, $25 million for CTE program expansion and $20 million for UPK program expansion.  In addition, the Board advanced funding proposals to increase equity for all students, implement recommendations of the Board of Regents Early Childhood Workgroup’s Blue Ribbon Committee (BRC), implement the state’s Every Student Succeeds Act plan and increase efficiencies for the State Education Department and school districts.  “Over the past year, the Board and Department have taken significant steps to work toward increasing equity for all students,” Board of Regents Chancellor Betty A. The recommendations, which total $37 million for the 2018-19 State Fiscal Year, have been thoughtfully prepared and reflect the constraints of the current fiscal climate. These recommendations will help frame the Board’s discussion in the coming weeks and months on how to improve outcomes for New York’s youngest learners and how to ensure they are ready for kindergarten and beyond.  The long-term mission of the BRC’s work is to transform the birth to age eight early care and education system in the state of New York. To realize this vision, throughout the next five years a phased-in approach of the BRC’s recommended budget proposals will be advanced. The 27 schools met the criteria for removal from Priority School status based upon their 2015-16 and 2016-17 progress in improving state assessment results for students.  One school each will be removed from Priority School status in Albany City Schools, Buffalo Schools, and Wyandanch.  The remaining 24 schools being removed from Priority status are in New York City Department of Education.  “Removal from Priority School status shows the hard work being done by students, teachers and administrators at these schools and I applaud them all,” Board of Regents Chancellor Betty A. Rosa said. “While we’re seeing real progress in struggling and persistently struggling schools, there is still a great deal of work to be done to reduce the gap between our expectations for success and the reality of the results for students in these schools.”  “These schools are working hard to collaborate with stakeholders to address the needs of their students, and the results so far are promising,” Commissioner Elia said. “At the same time, we must remain mindful that only sustained and accelerated progress in these schools can create the level of progress necessary for us to meet our goals for all of New York’s children.”  The methodology used to make the progress and removal determinations is posted to the New York State Education Department (NYSED) website: http://bit.ly/2i6wdoX. Schools with performances that place them among the lowest performing in the state for the combined ELA and mathematics Performance Index or graduation rate and that are not improving are identified as Priority Schools.  Current Priority Schools were identified based on 2014-15 school year results. The Smart Transfer Early College High School grants will support partnerships between public school districts and eligible institutions of higher education to offer historically underrepresented and economically disadvantaged students the opportunity and support to complete college early. The program also allows students to transfer to a partner four-year institution of higher education where they will continue to complete a bachelor’s degree within two years. Through this partnership, the Department will work with the College Board to expand student access to unique, personalized learning pathways, including free, Official SAT Practice on Khan Academy and Advanced Placement (AP) courses. The partnership builds upon the College Board’s ongoing work with school districts and BOCES across the state, including in Buffalo, Rochester, Syracuse, Yonkers, and New York City.  “Our partnership with the College Board is important to the future long-term academic success of our students,” said State Education Commissioner MaryEllen Elia. “Together, we will help ensure that New York’s schoolchildren recognize and make the most of the opportunities available to them and realize their tremendous potential.”  The College Board is partnering with several Department programs – including the My Brother’s Keeper (MBK) program, the Liberty Partnerships Program, and the STEP program – to launch school-day and after-school programs focused on increasing the use of free, personalized Official SAT Practice on Khan Academy. Over 200 guests were in attendance to honor employers who understand that hiring individuals with disabilities is good for business.  The 2017 Statewide NDEAM winners included Whitsons Culinary Group, The Garden City Hotel, and Applebee's Grill &amp; Bar Grill and Bar.  A total of over a dozen employers were recognized with regional and local awards for their hiring practices. Joseph Moscola, Senior VP &amp; CPO of Northwell Health, served as keynote speaker and charged employers to do more and open more opportunities to employment. Gerry Betancourt and Stephen Love gave rousing speeches detailing their journey from training participants to professionals.  The event was a success thanks to the hard work of The Long Island Working Partnership, an ACCES-VR Consortium, and the Nassau-Suffolk Placement Networks. The Harry Rosenfeld collection documents Rosenfeld’s career in newspaper journalism, including his time as an editor at the Washington Post and the Albany Times Union. A 45-day public comment period on the proposed amendment will be held from Nov. 1 through Dec. 18.  “A high school equivalency diploma can help people succeed in today’s ever-more competitive job market and provide a path to higher education,” said Board of Regents Chancellor Betty A. The regulations allow for alternative forms of proof of certification and recent employment to obtain a temporary certificate.   “Today’s action by the Board continues our efforts to assist those children and families impacted by the devastating hurricane in Puerto Rico and the U.S. Virgin Islands,” Board of Regents Chancellor Betty A. Rosa said. “We know entire families no longer have a place to call home and many will seek to rebuild their lives in new places, such as New York State. With schools facing an influx of new schoolchildren, they will need teachers that can relate to these children’s recent horrifying experiences. Students who are temporarily displaced due to disaster are likely protected by the McKinney-Vento Homeless Education Assistance Act, a federal law that details the educational rights of students in temporary housing. Under the McKinney-Vento Act, students in temporary housing can enroll immediately in a school in the district where they are temporarily living even if they do not have the documents normally needed or missed enrollment deadlines. In addition, these displaced children are eligible for free school meals, Title 1 services, and services to support students with disabilities and English language learners.   “The Board of Regents and the New York State Education Department are deeply concerned about the mounting scope of these tragedies and what it means for schoolchildren in the impacted areas,” Board of Regents Chancellor Betty A. Rosa said. “Children displaced from their homes, and everything that is familiar to them, face unique challenges as they enter a new school in a new state. This guidance provides districts with the information they need to quickly enroll these children and help re-establish a sense of normalcy in their lives.”  “The Department stands ready to help school districts enroll these displaced students who likely have no school records available as a result of the devastation caused by these unrelenting natural disasters,” State Education Department Commissioner MaryEllen Elia said. “Even with no records, displaced children have a right to attend school, benefit from free meals and get the individualized instruction they received in their home state. Seward and Oneonta Mayor Gary Herzig. The awards were presented at an Otsego County Chamber sponsored training event, “The Opioid Crisis enters the Workplace” presented by Dawn J. Lanouette, Partner, Hinman, Howard &amp; Kattell, LLP. Additional speakers were Julie Dostal, Executive Director LEAF Council on Alcoholism and Addiction and Kelly Liner, RN Executive Director of Friends of Recovery of Delaware and Otsego Counties (FORDO). <row _id="340"><Description /><Post ID>294662247217494_1846981035318933</Post ID><Permalink>https://www.facebook.com/NYStateEd/posts/1846981035318933</Permalink><Post Message>Given the critical role clear vision plays in children’s physical, cognitive and social development, the New York State Education Department worked in partnership with the New York State Optometric Association, VSP Global and the New York State Society of Opticians to provide access at no cost to exams and glasses to students at seven schools across New York as part of School Vision Health Month.   Research shows that one in four school-age children has a vision disorder, which impacts his or her ability to properly learn. In June 2017, the New York State Assembly and New York State Senate passed resolutions proclaiming October 2017 as School Vision Health Month to raise awareness about providing accessible visual care and resources to those who are in need.  “In recognition of School Vision Health Month, we are so pleased to partner with licensed optometrists, ophthalmologists, opticians and VSP to bring comprehensive eye exams and glasses to children in these school districts,” Board of Regents Chancellor Betty A. Rosa said. “Once our students have access to proper vision care, their learning environment is greatly improved and they can truly realize their full potential. I want to thank Regent James E. Cottrell and Dr. Pamela F. Gallin for starting the conversation that brought about School Vision Health Month.”  “Not being able to see the letters on a page can hinder students’ ability to learn,” said State Education Commissioner MaryEllen Elia said. “For some families in New York, eye exams and corrective eyewear is simply unaffordable. That is why we worked with the State Assembly and Senate to highlight this critical issue. We thank VSP and the licensed eye care professionals who donated resources and time to make these free exams possible.”  NYSED coordinated the no-cost eye exams at schools where local optometrists will volunteer their time.
