Rosa said. The amendments to the superintendent determination option will be in effect for students seeking to graduate in January 2018 and thereafter. http://bit.ly/2AbEhfq  To be eligible for the superintendent determination option, a student with a disability must meet certain conditions that are defined in State regulations. Prior to the adoption of the new amendments, the regulations required students to earn a minimum score of 55 on both the English language arts (ELA) and mathematics Regents examinations (or successfully appeal a score between 52 and 54) to be considered for a superintendent determination. The amended regulations now permit students who have passed their ELA and mathematics Regents-level courses, but are unable to earn a minimum score of 55 on the ELA and mathematics Regents examinations (or successfully appeal a score between 52 and 54), to seek a superintendent determination by completing the requirements of the NYS Career Development and Occupational Studies (CDOS) Commencement Credential.  For students with disabilities who use the CDOS Commencement Credential to meet this eligibility condition, the superintendent must conduct a review to determine whether the student has otherwise demonstrated proficiency in the knowledge, skills and abilities in ELA and mathematics, as well as any other subject areas in which the student was not able to demonstrate his or her proficiency of the State’s learning standards as measured by the corresponding Regents examination required for graduation. Through this partnership, the Department will work with the College Board to expand student access to unique, personalized learning pathways, including free, Official SAT Practice on Khan Academy and Advanced Placement (AP) courses. The partnership builds upon the College Board’s ongoing work with school districts and BOCES across the state, including in Buffalo, Rochester, Syracuse, Yonkers, and New York City.  “Our partnership with the College Board is important to the future long-term academic success of our students,” said State Education Commissioner MaryEllen Elia. “Together, we will help ensure that New York’s schoolchildren recognize and make the most of the opportunities available to them and realize their tremendous potential.”  The College Board is partnering with several Department programs – including the My Brother’s Keeper (MBK) program, the Liberty Partnerships Program, and the STEP program – to launch school-day and after-school programs focused on increasing the use of free, personalized Official SAT Practice on Khan Academy. Students who are temporarily displaced due to disaster are likely protected by the McKinney-Vento Homeless Education Assistance Act, a federal law that details the educational rights of students in temporary housing. Under the McKinney-Vento Act, students in temporary housing can enroll immediately in a school in the district where they are temporarily living even if they do not have the documents normally needed or missed enrollment deadlines. In addition, these displaced children are eligible for free school meals, Title 1 services, and services to support students with disabilities and English language learners.   “The Board of Regents and the New York State Education Department are deeply concerned about the mounting scope of these tragedies and what it means for schoolchildren in the impacted areas,” Board of Regents Chancellor Betty A. Rosa said. “Children displaced from their homes, and everything that is familiar to them, face unique challenges as they enter a new school in a new state. This guidance provides districts with the information they need to quickly enroll these children and help re-establish a sense of normalcy in their lives.”  “The Department stands ready to help school districts enroll these displaced students who likely have no school records available as a result of the devastation caused by these unrelenting natural disasters,” State Education Department Commissioner MaryEllen Elia said. “Even with no records, displaced children have a right to attend school, benefit from free meals and get the individualized instruction they received in their home state. Research shows that one in four school-age children has a vision disorder, which impacts his or her ability to properly learn.
